About the Portland Football Officials Association
All football officials in the state of Oregon are assigned through local official's associations which are certified and regulated by the state governing body which is known as the Oregon School Activities Association (OSAA) and operate in cooperation with the Oregon Athletic Officials Association.
The PFOA is the largest association in the state and serves a total of 55 High School and 21 Middle School programs and numerous youth games. Games range as far east as Hood River and as far west as Tillamook.
The association has approximately 200 members and its activities are governed by an elected board. All games are assigned by the commissioner, Bob Wellnitz.
About the Oregon Schools Athletic Association (OSAA)
The OSAA is a non-profit, board-governed organization comprised of its member schools, both private and public. The OSAA is dedicated to ensuring equitable competition for Oregon high school students through OSAA-sponsored events. The foundation for that goal lies in a belief that no school, team or individual should be treated as any more or less than another.
OSAA standardized rules of eligibility and competition, and put in place a standard of education regarding participation in interscholastic activities. About the Oregon Athletic Officials Association (OAOA)
The OAOA is governed by an Executive Board consisting of seven elected commissioners and seven regional representatives. Its activities are managed by an Executive Director and Associate Executive Director selected by the Board.
There are seven OAOA Sport Committees consisting of representatives from each local association. These committees manage OAOA’s activities in their respective sport. For more information, visit the OAOA Website or email , the state football rules interpreter, with rules questions.
About the National Federation of State High School Associations (NFHS)
The NFHS, based in Indianapolis, Indiana, is the national leadership organization for high school sports and fine arts activities. Since 1920, the NFHS has led the development of education-based interscholastic sports and fine arts activities that help students succeed in their lives.
The NFHS sets direction for the future by building awareness and support, improving the participation experience, establishing consistent standards and rules for competition, and helping those who oversee high school sports and activities. The NFHS writes playing rules for 17 sports for boys and girls at the high school level. Through its 50 member state associations and the District of Columbia, the NFHS reaches more than 18,500 high schools and 11 million participants in high school activity programs, including more than 7 million in high school sports.
As the recognized national authority on interscholastic activity programs, the NFHS conducts national meetings; sanctions interstate events; produces publications for high school coaches, officials and athletic directors; sponsors professional organizations for high school coaches, officials, spirit coaches, speech and debate coaches and music adjudicators; and serves as a national information resource of interscholastic athletics and activities.
